In order to reach aims and objectives it is necessary to have long term strategies as well as concrete plans. A strategy for reaching out to new groups of young people might for example include the development of digital tools and to set of resources for outreached youth work. The strategy then needs to be concretized in plans containing answers to the questions; What should be done, by whom and when. Both strategies and plans need to be continuously followed up and revised.
