Youth work practice needs to be guided by a youth work policy that …

is clearly positioned in relation to and connected with broader youth policy on all levels, from local to European.

contains clear and politically approved local aims and objectives, while respecting the autonomy of local non-governmental organisations.

allocates resources that are appropriate in relation to aims.

is based on clear and measurable qualitative and quantitative indicators regarding what shall be achieved in relation to young people’s participation, influence and learning.

is developed on the basis of relevant and updated knowledge on young people’s needs, rights and interests as well as on new research and the different forms and methods of youth work that can be used in order to meet aims and objectives.

is developed in cooperation between all relevant stakeholders, including young people, having clear roles and mandates and being engaged in all stages of the process.

is developed within the framework of, and in compliance with, the core principles stated above.

Introduction

‘Youth policy’ exists on European and national level, and often also on regional and local level. ‘Youth work policy’ is, however, not always very visible in these policies. Sometimes it is totally missing, sometimes it is said to be incorporated in, or covered by, more general texts or sections regarding culture and leisure. However, it is for many reasons important for local level actors that there is a specific and clearly articulated municipal youth work policy.

A clear and well anchored policy shows what could be expected from different actors, which are the priorities and which values that are to be promoted. It also makes clear the roles and mandates of youth work in relation to other actors, e.g. school, and is thus a necessary precondition for a well-functioning cross-sectorial cooperation. Not the least is a clear and stringent policy necessary if public administration should be able to manage resources in an aware and efficient manner.
